Adverting to O.S.O.1158/1902, I have the honour to forward you Messrs. Denison, Ramsay and Gibbs' reply to my letter of the 11th instant, enclosing Mr. Chadwick's Report which contained a number of suggestions regarding the Kowloon Waterworks Scheme.

You will observe that all Mr. Chadwick's proposals can and will be given effect to with the exception of,

(a).

(b).

Gauging stress during construction of dams.

Employing artificial filters at the intakes of streams on the line of the main between the Filter Beds and Service Reservoir.

I agree entirely with the conclusion arrived at by Messrs. Denison, Ramsay and Gibbs regarding (a) and consider that the proposal should be abandoned. It has nothing whatever to do with the permanent work and is merely a temporary expedient for gauging the stream. As pointed out, however, it would be available for a short period only and the results would not afford the information required on account of the construction of the dam being in progress.

As regards (b), it is evident that ordinary sand filters would require to be constructed meanwhile until the artificial filters could be procured and erected in position. As Mr. Chadwick himself states that the Filters recommended do not give as good results as properly-managed sand-filters, it would appear to be of questionable benefit to adopt the former. The artificial filters require supervising just as the sand filters do and there is therefore no guarantee that better results would accrue from adopting the recommendation made. I therefore submit that this proposal be also abandoned.
